Opportunity Information: Apply for MAJOR 201807
The Access to Historical Records: Major Initiatives grant is offered by the National Historical Publications and Records Commission (NHPRC), part of the National Archives and Records Administration, to support large-scale projects that make important historical records easier for the public to find, explore, and use. The program is intentionally broad about what counts as historical records, covering traditional paper materials as well as photographs, born-digital content, and analog audio and moving image formats. The central goal is improved public discovery and access, meaning projects should result in meaningful, usable public availability rather than simply internal processing or preservation work.
Funded projects can take several forms. Applicants may propose digitizing significant collections held by a single institution and making the resulting digital content freely available online. They may focus on providing access to born-digital records, which often require special workflows for arrangement, description, privacy review, and delivery. The program also supports creating new virtual collections that pull together related materials from multiple repositories, allowing users to discover scattered but connected records in one place. Another eligible direction is developing new tools, methods, or approaches that help users access records more effectively, especially when those solutions can be adopted by others.
Collaboration is strongly encouraged, particularly when it helps reunite related historical documentation that is distributed across institutions. In terms of competitiveness, NHPRC signals that stronger applications will typically be those that address clear, field-wide needs and produce results that are replicable and scalable, rather than one-off solutions that cannot be reused elsewhere. The announcement also emphasizes public engagement, encouraging applicants to involve communities and users in the project in active ways, not just as end consumers of a website or digital collection.
Awards in this category are relatively large compared to many archival grants. Projects may run from one to three years, with award amounts ranging from $100,000 to $350,000. NHPRC anticipated making up to five awards under this opportunity, with total program funding up to $1,000,000. Funded projects were expected to start no earlier than January 1, 2019. Grant recipients must acknowledge NHPRC support in publicity, publications, and other products produced with grant assistance.
Eligibility is limited to U.S.-based nonprofit organizations and institutions, U.S. colleges and universities (including public and private institutions of higher education), state and local government agencies, and federally acknowledged or state-recognized Native American tribes or groups. The funding opportunity is categorized as a discretionary grant in the humanities/cultural affairs area (CFDA 89.003).
A major planning issue for applicants is the required cost share. NHPRC will cover no more than 50 percent of total project costs for Major Initiatives, so the applicant must provide at least half of the overall budget through a mix of allowable sources. The applicant contribution can include direct expenses and allowable indirect expenses, in-kind contributions, non-federal third-party contributions, and project-generated income. At the same time, NHPRC funds themselves may not be used for indirect costs, consistent with the cited federal regulation (2 CFR 2600.101), so any indirect costs must be shown on the cost-share side of the budget.
On the compliance and submission side, applicant organizations must be registered in the System for Award Management (SAM) before applying, keep that registration active through the application and award period, and include a valid DUNS number in the application. Full proposals must be submitted through Grants.gov, using the required forms and following the program’s application instructions. NHPRC also points applicants to its published guidance on what it does and does not fund; proposals made up entirely of ineligible activities will not be reviewed. The agency notes a separate Access to Historical Records: Archival Projects program with different requirements and award sizes, which applicants should compare to ensure they are pursuing the right category.
The application process for Major Initiatives is two-phase. First, applicants had to submit a preliminary proposal by January 18, 2018. Only applicants invited after that first phase were eligible to submit a full proposal in phase two, with the full application due July 11, 2018. NHPRC encouraged prospective applicants to consult program staff during both phases, specifically the Director of the Access Program (Alex Lorch) and the Director for Technology Initiatives (Nancy Melley), to discuss fit, approach, and requirements.Apply for MAJOR 201807
